Tara M. Black works as an English language development teacher on special assignment TOSA for the Tigard-Tualatin School District. She is an experienced federal programs administrator, classroom teacher, bilingual educator, literacy and Project GLAD trainer, and has taught and worked in schools of high poverty for more than a decade.
